As a statesman? Yeah, probably. Alexander did not give a single shit about governing any of the lands he conquered. As a military leader? Fuck no, Alexander easily mogs everyone in antiquity and probably most of the Middle Ages just due to the sheer magnitude of his achievements. The man literally steamrolled through like 90% of the known world at the time and barely anyone managed to so much as slow him down.

The issue with that is "90% of the known world" were degenerate persians and literal jeets. Alexander had a lot of embarassing close calls and the world in which he lived simply did not have a good answer for formations of heavy cavalry. Caesar on the other hand had actually challenging and intelligent opponents. It's telling enough that Alexander's empire vanished into thin air upon his death, whereas Rome endured after Caesar and remained the supreme world power for centuries after.

No, not at all entirely due to that. Infinite rulers in history were handed a well trained army and squandered it on nothing. Those who came after him had forces vastly superior to what Alexander started with, and what did they achieve? Slow, gradual decline.

Alexander is the greatest conqueror of the Classical era but Hannibal was the most skilled leader
Julius Ceasar is a close second in both categories and arguably had more historical impact than both of them

Without Augustus, Julius Caesar would not be anywhere near as historically relevant. Alexander's empire broke apart, and there was no Augustus to put it back together. If there were, they'd still be speaking Greek in Pakistan.
