I have a list and I will start with the obvious.

1. No women or gays, with IQ rules actually being enforced. No waivers for that.

The vast majority of equipment would be handled like this, including everything up to vehicles such as trucks and helicopters (these would be purchased on a team rather than individual level), though things like jets, ships of the line, ICBMs, and other things that are too expensive to replace that frequently will still be handled by the traditional procurement.
6. Complete elimination of tanks in favor of infantry and IFVs/APCs. Tanks have been obsolete for a while with lots of things that are cheaper than they are to counter them now available in drones, RPGs, TOWs, bombs, and other methods fielding anything heavier than a Braidly or Stryker no longer makes sense

Instead of a focus on the most advanced aircraft and bombs that will be expended quickly in any prolonged conflict doctrine will be refocused around bottom up sustainment starting with better training for infantry and the understanding that all other assets are an extension of the infantry not the other way around as current doctrine sets out (seriously, last I heard the US doctrine was to retreat if they at any point lose air superiority. not sure if this is still the case as I heard that a while ago.)

Back before and VE day the enlisted could actually have a career path as Technicians if they did not pursue the already brittle and worn NCO ladder beyond enlisted ranks. Their rank structure meant for roles that were specialized in a specific role or career experience. That also meant they were paid for that rank and experience, with usually a higher pay grade than E4. Which meant the U.S. military in WW2 was a lot smarter and experienced than it is now because the Military use to be a career path. After it's removal in 1948, The U.S. been losing major conflicts ever since. The military is literally a minimum wage job, and the staff wonder why there is no reenlistment or retention. Only people from a military served family know about these ranks removed. They are ranks you will only see now at a military honors funeral service.

Taking inspiration from Ancient Rome how Roman military veterans could receive land grants or cash payments upon completing their service, I'd make an American version.

Military Homestead Program, allowing service members to earn progressively greater housing benefits based on their length of honorable service. You can keep reenlisting instead of having to sign a 16 year contract in the very beginning

Almost a decade of operation rolling thunder ended up doing nuffin in the big picture. Even the piece de resistance, Desert Storm didn't regime change Saddam. None of these campaigns ever broke a populations morale and coerced a surrender.

Whether it's bombers, long range strikes or drones, these things never win a war unless they are accompanied by massive ground invasions.

So let's look at today then.
Even if we assume every single piece of ordnance in the US arsenal, including somehow using everything from Harpoons, Patriots to 155mm shells in an offensive dehousing campaign that is a generous amount of 250,000 tons of explosives.

Even if one assumes China made all their cities out of wood like a traditional Japanese city where firebombing dehoused 54 people per ton and killed 2.1 per ton, you are looking a ~13.5 million homeless and ~525k dead.

Under these fantasy circumstances you'd still need ~8.8 million tons of explosives to make half of urban China homeless. It's simply a chemical energy problem that can't work.

And we haven't talked about Chinese ghost towns that would offset this homelessness issue.
