if I understand what it does correctly it's not something that'll just give you bigger boobs, it helps trigger the last stage of breast development where your milk ducts grow, but that actually prevents any further growth and if it's way too early you would miss out on most of the growth you could've had without the prog.

This is somewhat debatable because that is what most people expect from monotherapy unless you need a slightly higher dose to suppress testosterone from your testicles.
A cisgender woman has testesterone levels of between 6 ng/dL to 86 ng/dL and monotherapy will reduce your testosterone levels down to less than 75 ng/dL or so.

To be honest, there has not been too much evidence that starting progesterone early messes up with breast development. In some countries, there are private clinics who prescribe progesterone on day 1 and trans women end up getting C or D cups fine. Tubular and tuberous breasts are genetic. Everyone's breasts comes in different shapes and sizes.
If you go through some of the pages in https://www.007b.com - there are multiple cis women who had AAA cups before pregnancy and ended up having D/E cups during/after pregnancy so the information we have around high E and starting prog early stunting feminization is poor.
Trans women could achieve similar results by making your own vials of E2 and P4 and then injecting them into your body to mimic 1st, 2nd, and 3rd trimester.

most of those are side effects when you aren't supplementing hormones. GnRHs essentially shut down excretion of GnRH, breaking the LH/FSH secretion that tells the gonads to go make T. when you don't replace it with anything, you essentially get hormone deprivation symptom. those are not an issue when you're supplementing hormones.
in actuality, GnRHs are actually the lowest side effect method of suppressing endogenous hormones.
