>>43950794cold rinse your hair before going out (blow dry) and apply a light amount of volumizing mousse w/ curl cream, moisture is the key to making the most of what natural curl your hair has to make it more shaggy. also as >>43950839 says, you're going to need good layering. maybe if you get it trimmed shorter you can repurpose the cut strands to add volume up top too.
