I think a lot of trans women would really appreciate the gesture and would enjoy giving it a try even if its not the sort of thing they're normally into, but if she dresses androgynously she might be worried about looking visibly trans (no clue if she passes or not, but even if she does she might still have some anxiety about it) and trying to avoid attention. Its also entirely possible she just likes that kind of aesthetic or finds casual clothes more comfortable.
Either way just ask if that's something she'd be interested in and probably just try starting out in a private setting rather than a nail salon or something like that. Definitely start with temporary stuff like makeup and clothing and such just to see if she's into it before doing anything like cutting her hair.
