People are unfortunately born trans and if someone experiences gender dysphoria but has a legitimate reason for being unable to seek medical treatment I'd say that still counts, though I generally think such people should also have the self-awareness to understand that people will generally still regard them as the sex they were born as until they manage to transition, and behave accordingly (someone who wants to medically transition from male to female but has yet to do so should obviously still use the men's restroom, for example)I'd also say its also important to note that discomfort with the body's sex characteristics can sometimes be due to reasons other than being trans, such as when a sexual assault victim struggles with their experience and things like that, and its good to sort out any possible traumas that could be mistaken for gender dysphoria before committing to something as major as transitioning.
