I think everyone is pretty heavily affected by their circumstances and experiences more than people realize. I just talked about this in another thread but if you go read chapter 86 of the manga "Out" by Makoto Mizuta, it's a really good example. This character and his actions and background were so unusual and detailed that I think he was based on a real person the author knew. It's also a delinquent manga and the author was a delinquent when he was younger, which is why I think that. I think the author is a really fair person. He would be a good judge. He shows that some people's actions are the result of their experiences, but in some cases he does also show that he thinks certain people go too far or "cross the line" and deserve to be punished. But he does show how some people can be good and bad and have traits of both. I remember someone saying "we are the sum of our experiences". A friend I met on here also put it well, she said "I'm a flawed person who's doing my best to navigate the world."
