Maybe, I started HRT at 18 and never could grow facial hair, have extremely little armpit hair, and have the same amount of arm & leg hair as my mom with no body hair except the normal clear hairs everyone has.
Very happy to not have to do hair removal, I do have a kinda moid hairline though, but looking at pictures of myself when I was 10 I even had it then.
