Some people are simply just mentally handicapped through no fault of their own, much the same way some people are physically handicapped through no fault of their own, like wheelchair users. It's a bit harder (than with physical handicaps) to tell sometimes when someone's totally bereft of empathy due to straight up cognitive inability, or they're just genuinely lazy, but simply knowing there exist people like that who otherwise have no choice makes it a little easier to walk away after encountering them with peace of mind. Idk which camp OP's in, he may still have hope.
