i think whatll happen is some country will be the first to build a moonbase and have a large amount of control over the area for space traffic and then competing countries will want to establish a colony where they're the first and primary benefactor on another body as quickly as possible. When they actually do the math they'll realize Venus is the closest within reach and they will start working on it immediately. It's basically exactly the same paradigm as the colonization of the world europe enacted. the portuguese went east so the spanish went west, etc.
that being said, the applications are almost exclusively military until we've fully extracted resources from antarctica, and the deep sea. it might take several hundred years to fully develop the infrastructure, but thats how long colonialism took too. Eventually there will be generations that aren't populated by abject morons and we'll start making the most of our capabilities as a species. we are in the era of stupid complacent leaders and there will be civilizational destruction to restart the cycle probably, but it will happen. in my opinion a global war would just make us get into space even faster. it's really just inevitable in the same way cargo ships or deep oil drilling were. we need resources and they exist.

I feel like any presence on Venus is going to be primarily automated, and any people that would be living there would be employed by a corporation. I guess it would be kinda like Cloud City. I think I’m coming at this from a far future terraforming position, and putting worth into colonization by how easy it would be to engineer the environment to where we don’t need a suit.
I’d go as far to say that global war is already making us go into space faster. I have a hunch that with all the Rassvet launches recently, Russia is going to start defending what they see as their new territory (even if there are less than 40 in orbit). There’ll be more proxy warfare, but with an additional focus on American aerospace and telecommunication companies, especially Starlink.
Trying to be optimistic about this is difficult.

Why make 100% of a planet 1% more earthlike when you could make 1% of the planet 100% like earth? it decreases the work you need to do by factors of magnitude. plus, establising systems of enclosed and sealed earthlike environments can be replicated on far more bodies than a rigid method that relies on a planet's endemic geology, no? terraforming venus is nothing like terraforming iapedus.
this is to say, i think we should be researching how to make permanent deep sea bases because most of that technology can be applied quickly and easily to space. i think that technology will create the circumstances for space colonization rather than trying out terraforming directly.
