This same drive to exclude certain people doesn't stop at borders. It bleeds into domestic control, enforcing strict racial and gender hierarchies. When a society demands rigid definitions of who belongs based on race, it naturally extends that control to sexual behavior. Until people become open-minded and perceive others as fellow human beings, discrimination in all its forms will persist.

America is obviously not "rigid" in its idea of who belongs to it, because it's one of the most ethnically diverse countries in the world. You can also have societies that are rigidly anti-immigration and economically and socially progressive (Denmark). Furthermore, literally all societies regulate sexual behaviour. Even liberal societies develop their own mesh of taboos and social mores, their own stigmas and so on - age gaps between consenting adults are one form of highly emotive sexual regulation consistent with a progressive political viewpoint. The United Kingdom is extremely multicultural and diverse, and viciously anti-trans.
