In develpped societies 55% of children born are boys. That means 18% or so of all males will be unmatched by a female partner no matter what you do. If anything, it makes more sense to integrate these unpaired males deeper into society by allowing some to transition and others to pair with them, effectively eliminating two males from a dangerous and asocial demographic. It's a very useful mechanic of society and is better off integrated than purging excess males through war.
