the nobility culled the peasants. that was the use of them, as rulers. they would never let the peasants overbreed to a point that they could conceivably overthrow the armies of the state. the "outbillioning" only came AFTER the political and ideological victory of the bourgeoisie. from the noble perspective, one only needs so many cattle, and the peasants can survive on millet. but peasants, cattle, birds, and bugs have all one use under the eye of breeder capital: to generate, and generate a profit. that is why our rulers have allowed the peasants to breed out of control, and why they must now enforce breeding programs. what was once sold as a feature of free society is now clearly nothing but another bar in the architecture of our prison
