There is just a ambiguity between two ways we use "logic." On the one hand, there is the essential linguistic connection between some sentences and others: that this type of connection is 'innate' (or better, acquired as part of learning a natural language) can be seen by considering enthymemes: If I say "(1) Mario is either wicked or smart, and (2) he isn't smart. Draw your own conclusion." You don't need to have taken a logic course to draw the appropriate conclusion. In this sense we say logic is 'innate'. But 'logic' is also the SCIENCE or STUDY of this sort of inference, and certainly this science is not innate. The study of inference can be very useful because sometimes things seem like good inferences but aren't, while sometimes things seem like bad inferences but arent, and having a set of tools for distinguishing the one from the other is useful. Hope this clarifies things.
