He kept denying the obvious because he was so paranoid that his clan members, specifically Firestar, Squirrelflight and Leafpool, thought he was similar to Tigerstar so he projected onto Hawkfrost. And if you read the arc as a continuation of the first one, that suspicion isn't so unfounded. Firestar made the fact that he distrusted him based on his lineage pretty obvious when he let Tawnypaw go to ShadowClan and refused to make him deputy despite the fact that Graystripe was essentially dead.
