Subject, in this case, refers to a word or phrase. Even if two clauses are about the exact same thing with the exact same language, if they have separate words or phrases working as subjects, they are independent clauses, and a comma would precede an and joining them. You know, since the duplicated subject would mean the clauses can function independently.

As an example

I should, however, mention that implicit subjects can create cases where a comma before a conjunction becomes optional.

Punctuation and grammar are designed to make communicative experiences clear and understandable. The "rules" you were taught in school ultimately have no authority on their own; they're little more than guidelines based on someone's opinion. All you need to worry about is how you communicate your ideas. If you can do that without a semicolon or whatever, then don't worry worry about it.
