However "that that" is perfectly grammatically correct in English speech and writing, it functions better in speech as the 'a' in the second "that" in a "that that" sentence is usually less strongly pronounced; being pronounced more like "thut." It is ugly to come across in prose, but it is not incorrect to use, nor is it evidence of an ESL.
