They were just dumb. Ingsoc is the dumb side. Eurasia has all the good stuff since in real life they don't parade as much, they Ingsoc, well, on Ingsoc territory and etc. We certainly don't see it over here in the US. Also textual evidence besides that the dudes watching him were fat, they were also maybe uncool since they had to pay for sex, although Winston's counselor or whatever might not have; there's also the picture they're talking about constantly in the background of all those women that don't go to them
Orwell did seem to intend for us to see the Party as insane, autocratic nutjobs. It's just that he empirically knew that such people had somehow become the greatest living threat to human liberty. Their actions only make sense if you accept their rationale about the only purpose of gaining power being not the acquisition of wealth, or women, or the building of a utopia - but rather just the abasement, torture, and eventually murder of the human race. All purely for the love of the game.

Did you even read the book? Winston was part of a small portion of the population that formed the bureaucracy and Big Brother didn’t go around killing every prole for every thoughtcrime. He was someone that they found it particularly important to brainwash. There was that other character who got disappeared, because even though he was fiercely loyal to the party he was too smart for his own good. Anyone with an iq that’s more than 2 digits could see why Winston would be chosen as the perfect target for their mind control schemes. He was slowly becoming redpilled and sentient but wasn’t too far gone yet and still lived in fear of Big Brother, and then after the torture he winds up being more loyal and obedient than ever. If you actually had read the book you would remember the key part where his torturer literally just explains to him that their end goal is direct mind control. Winston was the perfect test case and the tactics used successfully on him could be further implemented in the future, probably even with Winston’s help.
