How can we preserve books for posterity, when institutions fail and society devolves into a simpler form? Or are we going into a 3rd century style crisis where there will be a loss of books?

All you can do is little things in the course of your life. Have children and raise them to be interested in reading. Become a high school teacher and present literature in a way that is appealing. Volunteer to read to someone who is going blind. Read more and spend less time on junk entertainment.Things like that.

The loss and censorship of literature is definitely not an unfounded concern, however the decline of literacy will probably prove to be more destructive in the long term.

One that also has hoarded material from before the collapse that will allow it to re-industrialize and become as powerful as possible as quickly as possible, giving those books the highest chance of surviving and being copied and propagated and learned from in the future2.
