How can we preserve books for posterity, when institutions fail and society devolves into a simpler form? Or are we going into a 3rd century style crisis where there will be a loss of books?

And aside from that, there will always be people that find literature interesting and worth pursuing for one reason or another, regardless of influence from family, society, education, institution, or otherwise. You have three options
1. Organize with others to build an entire society from scratch that does this. One that has institutions and a culture that does this. One that also has hoarded material from before the collapse that will allow it to re-industrialize and become as powerful as possible as quickly as possible, giving those books the highest chance of surviving and being copied and propagated and learned from in the future
2. Organize with others to stash away important books before the collapse comes.
3. Get what books you can with the resources you have and put them somewhere and in something where they will survive long enough to be found.

The good news is that the information contained in most books that are most important will largely survive due to lots of people knowing they are important and there being way way more of them than there were in antiquity. Any books about important ideas or basic knowledge by our standards will very likely survive.
The bad news is that the vast majority of information produced in our era will still be lost in a crash. Especially anything digital but also anything which is if a more technical or specialized nature.
