IIRC the genetic engineering by the Qu was the punishing. But the Qu are come and gone like less than ¼ of the way thru the book and the rest of the story is about the consequences of their cruelty.
"Speculative evolution" must be the most sophomoric form of sci-fi. It's gross-out stories and smut pretending to be insightful.
