Robert was lazy and spent lavishly, caring more about feasts and tourneys. This allowed characters like Little Finger to skim off the top and enrich themselves, growing more powerful, and gave the Lannisters more power as they were a wealthy house and could alleviate the Crown's financial problems in exchange for another Lannister cousin appointed to a prominent position.
