Here's the reference to Pindar's Nemean Odes:

Nips to this day use blue to represent a shade of black hair. The reason why some anime girls, especially with long straight hair have navy blue hair or black with navy highlights is that they represent what they consider an extra black color, like it's so black it has a blue ish sheen to it. They like it to black laquer, and the Japanese consider that very black luster to be very aesthetic.
