Public consensus. The intelligentsia can name something a "modern classic", but if the book isn't actually good and important, it will be forgotten in no time. No single body of academics can consciously choose what is included in the canon, the canon is the all the works that have stood the test of time and have remained in the public conscience for decades and sometimes centuries or even millennia. Just look at the book in question this thread is about. The intelligentsia calls it a masterpiece and the novel of the century, yet nobody here has read it, regardless of their politics, nobody is going to read it. Most century-defining novels have unifying observations of the human condition. It's going to be extremely hard for a novel about catty black gays to do that. Dwight Garner wrote it and he's just a wet rag in general. He spends the review giving an earnest but unconvincing explanation why its a great novel and he never comes close to defending his claim that it's the best of the decade or century. If you're a publisher on a huge marketing push for your book, you call up the NYT and Garner. The NYT is basically just the promotion wing of the big five. Even other mainstream book review columns disparage the NYT book section for this. But every once in a while, the sacrificial lamb gets slaughtered and the NYT lets a critic pan a book. That just happened with Rachel Cusk, Life of M. That was a genuinely entertaining and insightful review and very very negative. The rest is fluff.
