I did all three. First two years at community college, second two years at a regional university, finished up at a "real university." Got an MFA without any debt. Still mostly useless unless I want to be a professor to people stupid enough to buy into the idea of a "real university" but was quite fun and more applicable to my goals than going to a "real university."
