Eschatological language is used both for the world at large and for Israel because ancient Israel saw its own end as the end of the world. Mathew 24 is considered with the judgment on and the destruction of the Jerusalem and their temple as well as an allusion to Mathew 26 where Jesus told Caiaphas “from now on you will see the son of man seated at the right hand of power and coming on the clouds of heaven” all of these allude to Daniel 7 All of these verses allude the vindication and the enthronement of the son of man in heaven not in coming down to earth, in Daniel 7 the son of man came with the clouds of heaven, not down to earth but up to the ancient of days, there was a judgment and the kingdom was handed to the son of man, that’s why Jesus said that he from that point forward was coming on the clouds of heaven while yet being seated at the right hand of power, this has nothing to do with a figure coming down from heaven to earth but again speak of an exaltation of one who is raised up from suffering given a throne to sit on doing royal power. And of course similar langue is found throughout the Old Testament Deuteronomy 33, the lord come from Sinai with them was myriads of Holy ones. the past judgment of Egypt was described in this way Isaiah 19, the lord is riding on a swift cloud and comes to Egypt. Ezekiel 30 described the lords day a day of clouds. The past conquest of Jerusalem and Samaria was described as the lord coming. The clouds are the dust of gods feet during gods judgment during Nineveh and when the first temple was destroyed Jeremiah described it as god coming up like clouds. So again This coming was a metaphor used to describe when god came in judgement
