No "optimal book lengh" per say and it depends on the publishing houses but you will be increasingly asked to justify the lengh after 350 pages and esp after 400pages. If the manuscript is great then people will make exceptions but most publishers will ask to keep it under 400.

First filter to take out shit manuscripts, proofreading, layout (a part that is almost always ignored by writers yet makes it way more comfortable for the reader to read their book), i work for a semi academical publishing house so we also do critical proofreading, for exemple making sure that the history book had no factual mistake, etc.

Short sentences.They were told to not write convoluted sentences with adjectives, but then they just write very short and blend sentences with periods every 3 words thinking it's a sharp style but it's very annoying to read.

Many also underestimate the layout and just send a messy word document, while the editor is gonna rework it, it's such an easy thing to do and make it more neat to look at, just gives a good first impression easily.

It goes without saying but, most of what is refused is self-insert romance or intimist writting that is not written in a way that can interest people outside of the author.

The market is also a very strong deciding factor. For exemple, nobody buys and read poetry in the west, so most poetry will be automatically rejected.
