It allows them to freeze their assets/cut funding, which is the whole debacle in OPs example. It also allows for sentence enhancements, if charged with a crime. Essentially the same as gang enhancements, it's used when you know goddamn well they aren't getting reformed while locked-up. Get them off the street for good. There are good reasons for it, but unfortunately it is prone to abuse. I wouldn't say it's abuse of power in this specific case though, seems more like a publishing house trying not to be implicit in a crime the author very vocally stated. How 'criminal' it really is can be up for debate, but you surely must assume repercussions when boldly breaking laws. That's the whole point, right?
