It's a power dynamic thing. Being naked when the other party is clothed is a (generally low stakes) power imbalance, or the expression of one. E.g. you'll never see a woman CEO get naked and have her male secretary service her while clothed, but the other way around (clothed Dom, naked sub) is more plausible.
