If they are stationary then keep distance and target the ground to the sides of it to keep it from properly repositioning. Always keep distance though with an early type GM. The beam spray is essentially a very short range shotgun. At long ranges it will only graze armor.

Similarly perhaps to fighting a guy with a sword on the ground, if you try to outmaneuver him to get around his shield, you are making the assumption that you will be able to outpace him moving his shield to face whatever direction you can dispense offense from, and that you will be able to avoid his own attacks. Now, for him maneuvering to keep the shield facing you at all times may be easier said than done, but it also means that the minute his target (you) has moved you may now automatically be open to his attack, and more generally be in a duel or dogfight with him.

Standing up under gravity though, the shield is still pretty big and if angled correctly actually can block much of the torso, save the legs, from receiving fire dead-on. You can test this if you have a GM toy on hand, though in that case how the shield will be carried (arm mount vs handle) and the toy's level of articulation also can notably change how the GM can hold the shield to maximize single-direction coverage
