Definitely way beyond the normal mission profile of the Special Vehicles Division.I don't remember the other two movies clearly, but I believe the second involved terrorists, and the third involved some mutant... thing. Again, incidents that were outliers that went way beyond the normal operations of the Special Vehicles Division.And given Movie 2 and 3 were set following the Babylon Incident, there'd be even less justification to arm Labors with automatic canons. /m/ is free to correct me if I'm wrong on this, but as I remember it - the failure of the Babylon Project because the big artificial island supporting it was destroyed, saw the decline of the economy, and as a consequence the production and sale of labors were being gradually scaled back and phased out.So there'd be even less reason to arm the SVD with the kind of weapons originally suggested. Because there'd be fewer labors and consequentially an even a tighter restriction and regulation of existing labors, there'd be fewer incidents requiring Labor intervention.In fact, I believe that was, in fact, a plot point in Movie 2 for why the SVD had been broken up. As for movie 3... ...I think it was set between movie 1 and 2, and involved some kind of organic weapon that got loose, probably developed as an alternative to using Labors. The Castle Gate is another key point for the project, that's where they fight the Griffon in the anime. In Patlabor 2 during Nagumo's conference she notes that the Project's main goal had been completed and other locations across Japan had been starting up their own works projects. This in turn increased the demand for labors in these areas along with the need for labor based law enforcement. As for the success or failure of the project, it ultimately depends on where you look. The Next Generation attempts to make it's "failure" part of it's setting, while the new anime seems to show more successful land reclamation.

Heck, even an auto reloading mechanism isn't enough, they should've been carrying the Helldiver's rapid-fire machine gun. Or if they can make it, a rail gun or beam rifle. And even the pathetic plastic armor needs to be replaced to something like titanium and even that vest needs to be something like Cobham. The Ingrams also has no flight capabilities so they should've added some jump jets and wings to it. And finally, the batteries needs to be replaced with a proper fusion reactor to power all this
