Atlas doesn't tie directly to it AND has a different final spec – Atlas Space Type. If you consider final protagonist suit it should be Perfect Zeong.Same with Calibarn. It is actually older than Aerial, so Rebuild is the final upgrade.

Gquuuux is is worst because its not even a real upgrade. Honorable mention goes to Calibarn for being probably the most overrated of them.
