Each of the places the new Troopers were given their own space for thinking are the exact same ones from the original show's second opening where the originals were training. It may be for visual effect, but it may serve as buildup for what will be the crux of the second cour: a training arc from the originals to their successors. While not many have seen the full details of the episode since 10 of these weeks will be overlapping with the new Ghost in the Shell, which is probably as long as the original manga, I have a feeling even Gai loses to the Heaven Realm as soon as he revives, which leads to the old and new Troopers regrouping with their newest boss, a Ryo fangirl, watching over them before they're ready to throw down again.

Maybe like we were discussing, they didn't bring Kayura back because they don't want a female character with too much screen time. Fujobucks and all. Her being from Kaos' clan elevates her importance over many other characters so bringing her in means she'd have to have a role especially with the heaven people. If they don't involve her, then the problem is solved. And no Kayura means no demon generals.
