Bandai most likely determined that the price ceiling for MG that people will be willing to pay is around 15000 yen. probably from the data that they get from MGEX Strike Freedom is constantly reprinted and always sold out while MGEX Unicorn mothballs (but the real reason MGEX Unicorn mothballs is the poor value) a hypothetical MG Xi or Penelope would probably around 20000 yen in price, which I think Bandai would not be willing to risk. at best, one could hope for is a RE1/100 or FM Xi and Penelope from Bandai.
When I first saw Xi Gundam I thought it was horrible, the worst MS design. Then one day I woke up and it just made sense. Since then it's literally my favorite of all time. The blue chest designs are not nearly as good though, either the ver Ka or the G Gen version. It's properly bulky and monstrous, but I wouldn't call it disgustingly ugly. Penelope is the ugly one. They're much too round in the redesigns when the rest of it is sharp edges, it's just out of place
