No they didn't. They almost set Pink 5's actress on fire because they pushed her to do a stunt she wasn't nearly qualified for and they almost broke the original Reddle's neck in B Fighter and effectively destroyed her career as a result

whenever toku and safety get brought up I remember all the ropeway scenes they did on real location and with the actual actors hanging from them. And they did this several times across seasons
Most of it was improvised. An alien kaiju actually destroyed Toyko while they were filming and the director liked it so much that he decided to keep it in.
