Bellri believes Cumpa is sending him on a secret mission to spy on the Amerian ship movements, because he overhears the pirates are actually Amerian special forces. His mistake turns out to be true and he takes photos of the Amerian ships in high orbit, before his final battle with Dellensen.

Only Dellensen. The Army's real goal was to take the G-Self back, saving Bellri was just the excuse but you see pretty plainly they have little concern for him and chis friends.

Klim forces Bellri to fight, and the Capital Army seeing him in a MS have no problem trying to kill him. Because the Army is virtually Cumpa's own private army, backed by the governor, whereas the Capital (Tower) Guard and Capital Tower are supposed to be independent, neutral entities that preserve the tower and fairly distribute batteries so the world doesn't descend into a war if one nation monopolizes the ONLY civilization-sustaining power source in the world. And the Capital Guard is only temporarily allied with Ameria because the Moon is invading under the pretext that there's conflict spreading on Earth precisely because of Ameria, Gondwana, and the Capital Army all militarizing and fighting, the exact thing the Capital Tower and SUcordism were meant to prevent. They recognize the Towasangans invading is a bigger problem, and we also see the Capital Army also at least pretend to cooperate with everyone to confront the Towansangans until they cut a better deal.
