Zeon did most of the initial leg work in getting Mobile Suits functional in the first place. Tem had the benefit of taking the data the Federation gathered on captured Zeon tech to reverse engineer them and over optimize the concept for the RX-Series. If not for the inner-political/corporate bickering between Zeonic, Zimmad and MIP, along with Zeon getting overly content with their blitz victories, Zeon might have had the Gelgoog out as early as October.
