Reccoa is a foil to Emma's character, somebody who defected from Titans and wanted to seen as a soldier first rather than a woman. Reccoa also did get Char's dick but she wanted emotional connection and care after she literally took a bullet for him.
Quess never switched sides. She spends all of the film criticising the Federation and airing her grievances about her father's work and personal life. She has interest in Amuro due to his newtype background and desires a spiritual connection, partly due to her need for father figure. However, she concludes that he is just like any other adult and is instead drawn to Char's ideology as she connects the concept of lack of Newtype understanding to the cause of fighting within her family. Upon learning of Amuro's solution to just be empty naive platitudes like 'wait around for things to change' and 'collective human wisdom', she comes to Char's aide and gets taken away.
Mirai, Lalah, Mouar, Lila, Shakti are newtypes and quite sane. Haman is evil but not in a unpredictable crazy way. Most of the unstable ones are cyber newtypes which is by design as they get bombarded with traumatic imagery, their memories are cleared and are just exploited for military.

Tomino just doesn't coddle female characters like the rest and allows them to be imperfect humans. Audiences have lower tolerance and narrow minded framework for what they accept in female characters. Look at the crazy shit he puts the male characters through but you don't see anybody say that he hates men.

I think it's about the effect of millitary on family life. Kamille's parents work for Federation (who have forcibly turned his home colony into a millitary base) while he is active in underground press, the typical conservative parents vs liberal kid dynamic. I don't know if I can judge his writing because I just haven't read/seen much of his stuff in general including Gundam stuff (watched 0079 recently and probably on the whole don't like it mostly due to plot stuff, even though I love certain individual things about it like the earlier episodes and art direction for example), but having looked at a few of his novels for 0079 I find it interesting how different they feel from how his anime writing's characterized by fans. I know he only wrote one episode of 0079 himself and so it's hard to tell how much influence he had on the others even though I know he did add certain lines to other writers' scripts, but I mean fans are always like

Welles for instance did not physically operate the camera but he was still the one who decided angles and camera placement, being a former theatre actor he also often starred in his own movies, on the other hand somebody like Kubrick did operate the camera in some of his movies, both Welles and Kubrick (obsessively) edited their own movies but somebody like Spielberg didn't and entrusted the editing work to his staff, the degree of involvement in the creative process is not universal and some movie directors are incredibly more hands-on than others for better or worse.
Of course, again, whether a director is personally responsible for some part of the work or not doesn't change the fact that he's ultimately the one who approves almost everything regarding production, so he's still largely responsible for whatever ends up in the records, which is also why we have some terms like "Director's Cut" to denote the degree of involvement the director has in the creation.

Like most people Tomino's involvement varies depending on whatever work we're talking about, he wasn't very hands on in something like ZZ but he was much more involved into other stuff like 0079, we know this from a lot of interviews with both members of his staff and himself, Tomino is also one of those people who loves writing his own song lyrics for his anime, something you can't say for many other anime directors so again, you gotta look at each individual case rather than making blanket statements because the profession doesn't inherently limit agency, it's all up to individual creators and their own skills and decisions, somebody like Umetsu for instance is much more involved in the actual animation process than other directors down to actually doing the character designs himself while most other directors leave all of that to staff members, everyone is different and some directors can definitely be more involved than others.
