The background writing establishes that war used to be fought using all sorts of different stuff, including loads of those land battleships that show up occasionally, but votoms undercut the entire war market and there was nothing as effective as deploying thousands of the little shits. They're right in that spot where they cost almost nothing, but they run circles around infantry and carry weapons that can let them punch way above their weight, so there's really nothing you can't deploy them against. Any problem can be solved by just throwing more scopedogs at it.
