He's definitely intended to represent a rival rather than a true baddie. Zetsu-Enkaku is the only one with "big bad" potential, and even then the only indication is that he's signposted as having his own separate agenda.

Just watched the episode, easily the best episode yet. Wasn't expecting him to lose Enkaku this early, bonus points since it seems he's not going to get him back next episode.
This episode director continues to impress me since considering how new he is.
