I suspect Kira was already working on creating the Proud Defender pack during Seed Freedom Zero along with plans for the Strike Freedom upgrade. But then Strike Freedom got hijacked and the suit was heavily damaged with an unknown date on when it would get repaired. When the original Freedom got trashed after Season 1, it took them over a year to rebuild it. Seed Freedom Zero takes place 6 to 8 months prior to Seed Freedom. So Kira probably had to switch to Rising Gundam for testing Proud Defender. A case of "use what you have available and just make due for the time being."

This is exactly the kind of feeling SEED is trying to invoke. It's a series that is juvenile and is intentionally designed like a shoujo take on Gundam.There is 100% a competent visual language to SEED as well, it draws from a lot of tokusatsu shows. The focus on the faces of the MS and the obari sword poses are meant to convey a sense of heroism and also represent how the gundams in this setting aren't simply just tools but deeply tied to the identity of the pilots.

Then he told a story about how the suit was supposed to have more of a mass production look but there was a miscommunication with the mecha designer for the movie. The designer accidentally made Rising and Immortal look like actual Gundams with a Gundam head. Fukuda didn't have time to delay the movie and wait for a re-designs. So he just kept the designs and used them for the movie. From what I could tell from Fukuda's words they were basically supposed to look more like GMs.
