They won't release that until they can make the whole thing work, though how it can be doable is making its top half not have electronics wired around it, which is easy enough, including swapping parts with its King Rouzer form.Also, the fact they want to release both Buckle and Rouzer at once is also preventing the release of the Glaive Buckle and the other Missing Ace belts, which are easy cover swaps with the Leangle Buckle that is held hostage by the Leangle Rouzer.

Even though it's "full" it's a short song and they didn't even try to end the song, it just feels like it's building up to the beginning all over again but not in a satisfying replayability style. The Rampage has pretty good songs too, so I don't get how this song turned out so disappointing.
