Is it about being the chosen one or being worthy? I'd say it's probably the latter. Luna said it's about bonds which Dash already has with the rest, bonds that are much stronger than the bonds Anon has with them. I mean sure, being a horsefucker he probably already loves them but that ain't the same as friendship, it isn't based on his own interactions with them.
Though it makes more narrative sense for him to remain at the center of things.

I don't think Dash can use it. Anon is the Element of Loyalty in this Equestria. Not Dashie. Even if Rainbow Dash could be the element of loyalty, Harmony still chose Anon. For whatever reason. I forgot.
The Elements of Harmony are tied to their wielders. It's why they have their cutie marks on them. Just because someone embodies loyalty doesn't mean they can use the Element of Loyalty.
Although, maybe they did just that in later seasons. I didn't watch those. I have no idea what the student six even do.

They did that with the Student Six in later seasons. Starswirl also got his own group, the human versions in EQG get their own set with Sunset being a seventh element, and Spike even gets to be the Element of Magic for a day.

to be honest I think that's the wrong way to look at it. Anon's character growth arc should involve him realizing that he's not "stuck" with it, he didn't steal it, Rainbow Dash doesn't need to actually be Loyalty's bearer and it doesn't diminish her as a pony.
He's here, he's alive, Harmony chose him, and the canon timeline he watched as a TV show doesn't exist. It's his life to live, not try to force things to happen mostly the same or try to skip over friendship problems.

Anon's ultimate realization is that he's Loyalty, and steps up that way, rather than playing fix-fic SI.

I think Anon should remain the element of loyalty. Since Dash is a mom now her loyalty is first and foremost to her child (not that she would be necessarily disloyal to her friends, but there is a clear hierarchy there), whereas Anon feels loyalty towards the world as a whole, enough so that he is willing to ruin himself in order for everyone else to attain happiness, be it by bearing burdens beyond him or even ending his own life.

I also think that it's the more interesting narrative to follow. How will Dash shape herself going forward now that she has her life's mission of protecting Anon and ensuring his happiness? How will Anon deal with the future and the prominent role he finds himself thrust into against his will? How will this affect their relationships with each other and everyone else?
