He posited an experiment which would determine how hard a horse could pull, which would allow you to fix the number to real data, but there's no evidence he ever tried to perform the experiment. Instead he appears to have taken the price of his new steam engine, figured out how many draft horses you could buy for that amount of cash, and set the number of "horsepower" the machine could produce higher than that so it would look like a good deal. A medium draft horse can actually produce something like 7 horsepower, and the really large ones a lot more.

A career con artist tends to be on average more financially successful than a non-con artist, at least in short term, whether or not he also acts as something else. I suppose there may be some quantitatively measurable benefit in being a con artist and an engineer over being a con artist and investing the same amount of energy in non-engineering side projects, but I don't think I can prove it.
