Seems that way. I always headcanoned it turning dragons into dogs as a sort of magical security measure. Seeing as the mirror was made by ponies, I figured that they put an enchantment on it to turn the enemies of equestria into lesser animals so they wouldn't pose a threat to the mirror world.
