Despite this, it's also one of his bests songs ever. So to answer your question, yes it absolutely deserves it. There isn't a single truly bad song in it. If anything, I would argue it competes with Bad because Bad is also packed with good songs.
It deserves to be up there in the list but not number 1, especially by the large margin it has compared to 2. I think if you look at other albums in the same catagory, you find ones that have more consistency and better quality overall.
