You're exaggerating. The sound most bands/artists established in the late 90s and early 2000s still hasn't changed much. Listen to "Never My Sun" by Shocking Lemons, a song that came out in 1998 but you would think it had come out just a few years ago.

The Pillows had some popularity thanks to FLCL with weebs in the West. Jpop never took off like kpop did but theres always been a subset of weird weebs (/jp/ has them, and the people listening to vocaloid/nightcore/video game OST) that consume it in the west. Jrock in comparison not as much because its usually buttrock and sounds like some Asian guy doing karaoke over an AOR bar band
