I had never listened to a "punk" album before, I had no idea what "punk" was supposed to sound like. I expected something like metal, some distortion or screamo. So when I put this album on and it sounded like surf music, I double checked if I didn't get the wrong CD.

See the opening lines of this Greil Marcus article from 1984. There's no question that reggae was important to Strummer (and the whole band), proof is recorded at the beginning of Lightning Strikes https://www.youtube.com/watch?v=FY1QjMDlMCc, and to punk as it merged more with reggae in early post punk and etc. But I don't think Strummer ever said or thought of The Clash as reggae only. He set his sights on "world music" literally and figuratively for the band I think.
