First of all, it doesn't even come close to Pet Sounds. It would be an average Beatles album without A Day in the Life.
Secondly, Revolver was already magnitudes more impressive and experimental. If anything, he should have cried over Revolver.

Sgt Pepper completely revolutionised popular music in the way SMiLE was designed to do, which is why Brian had the breakdown, and the only weak part of Pepper is Within You Without You and maybe the framing songs (Pepper x2) themselves, but the latter can be excused considering it was the first ever massively popular concept album. Having said that, SMiLE would have been better
