essentially it is making sure all of the songs on an album have the same relative volume level and similar eq response.
It is also doing eq balancing, volume adjustments and occasionally some work on how things sound in the stereo field.

this sounds very similar so why the mixing engineer can't do this shit? is it to manage time spent ($$$) in the sudio much faster by hiring more sound engineers?

At this point 95% on the internet can't differentiate between mastering and mixing.
Kinda like "literally" completely lost its original meaning in the last couple years.
